Not only would the permits be expensive, if we have the permits, we would have to increase the con's insurance coverage, which would be an additional cost.

So in short, if we all wanna pay about $50 extra for entry, we can have the weapons. Otherwise, it's a no-go.

I can't see that campaign garnering too much support

It was just a question. I am, for obvious reasons, not that familiar with U.S. laws and permits, and if there had been a way around the prop-hysteria, that would have been nice. As it is, there isn't. I do assume wooden swords are still in order despite being covered in silver leaf, not painted pink?

Wooden weapons are allowed. We do not allow wooden paddles and bats. There's more details in rules section. And of course if you're going around hitting people with any prop then it's not allowed. ^^ Otherwise it's all on the page.
