"Panel Discussions" can range anywhere from a panel of experts in an area grouped together at a table, with a moderator helping to control the flow of discussion. It may just be one person up there, who is presenting questions to the audience and generating discussion from there. Or it may be more of a workshop, such as Creating an AMV or Cosplay Costume Tricks.
At Yaoi-Con, it can be those or just a group of fangirls/boys squealing over the latest shmexy boys love anime. ^.~
